Documentation site scaffolded

The CDSL guides site has been scaffolded with Docusaurus, covering five sections — Using the Site, Dictionaries, Tools, Contributing, and Developers — plus an FAQ.

The content was generated and verified against the live site, the sanskrit-lexicon source repositories, and project documentation, and the dictionary catalog is auto-generated from the live front page. Corrections and contributions are welcome via the GitHub repo.
