Offline Access & StarDict
You can use the CDSL dictionaries without an internet connection — either by downloading the source files per dictionary, or through ready-made StarDict packages.
Downloads per dictionary (the D link)
Every front-page row has a D (download) link with files for offline use — the digitized XML (in SLP1 encoding) and, for scanned dictionaries, the PDF scan. That is the canonical source data; see Downloads & Data for what each format is good for.
StarDict packages
The dictionaries are also packaged as StarDict files, usable in any
StarDict-compatible reader on desktop or mobile. The packaging pipeline
(converts the Cologne XMLs into Babylon/StarDict format) is maintained in
cologne-stardict.
Android
All dictionaries are available offline on Android via the Sanskrit Dictionary Updater app (it downloads the CDSL dictionaries into a StarDict viewer). It presumes a StarDict viewer is installed — the front page suggests searching for EBdic, ColorDict, GoldenDict, or StarDict.
